Energy is the driving force behind all human activities. The scope of these activities is from day to day activities to macroeconomic activities in each country. Today, the world is moving towards lowering energy consumption and increasing the efficiency of using existing energy, and the issue of energy substitution in different contexts in scientific communities is under consideration. Energy is a major factor in the development of every country that needs more effort to achieve sustainable development. The transportation sector plays a key role in achieving development. Therefore, it is important to study the effective factors in this sector as the second largest energy consumer in Iran and in the world. In this study, a transport function model for the transportation industry in Iran is established and the factors of production include capital, energy and labor. The production stretch and substitution of each of the factors of production have been calculated and analyzed, respectively. The results show that during the period of 1362 to 1391, there is a relatively good substitution between energy and capital in the transportation sector in Iran. This means that, through greater allocation of capital in the transportation industry, energy-saving technology can be continuously upgraded and a succession of capital and energy can be realized. Also, the effect of substitution of capital and energy on the reduction of pollutants from fuel consumption in the transportation sector was investigated.

The aim of this study, is evaluating of relative efficiency of major container port in Middle East for the period of 2011-2013. Required information was collected from scientific resources and inputs and outputs data were collected from statistical yearbook of the Iran’s ports and maritime organization and formal website of each foreign port. Firstly in this study Relative Efficiency of Ports were evaluated via one basic model of DEA-technique namely BCC-O. Then ports were ranked based on the achieved results. To rank ports with the 100% efficiency Anderson-peterson method was used. Based on the results of output- oriented CCR model that represents overall technical efficiency, port of Khorafkan, has the highest coefficient of efficiency and Bandar Imam Khomeini has been the weakest port in three years in this respect. The average efficiency of studied ports is 54.3% in the period of 2011-2013. Finally, virtual ports were proposed as template for inefficient ports to improve efficiency.

Anzali port as a major and oldest port in north of Iran plays a significant role in cargo transit. A clear identifying of the key situation of this port in North- south Coridor as well as implementing appropriate transit strategy will help the performance of this port through attracting more cargo.In this research first the weakness and strengthens (Internal Factors) as well as treats and opportunities (External factors) of Anzali port are identified and evaluated through SWOT analysis. Analyzing the internal factor evaluation matrix shows that “entering ship to the port without delay” and ” the high rate of cargo handling” are major strengths in functional area of this port while “the lack of coordination among port and other organisation” as well as “ lack of Storage” are the most dominant weaknesses. Results for evaluating external factors indicate “increasing transit income” as the best opportunities and “sever competition in attracting cargo transit” as an important threat. Finally, QSPM technique is applied to evaluate the alternative strategies in this port. Comparing eight key selected strategies indicates that “attracting merchant”, “keeping the fixed customers” and “overhauling port facilities” have the most priority respectively.To provide the total weighted scores in SWOT and the relative attractiveness of QSPM, two separate Likert scale questioner forms are distributed among 16 experts of Anzali port.

Thousands of containers put into and exit from modern container terminals in seaports everyday. Because of increasing usage of containers in international trade and goods transportation, pioneer ports try to improve their productivity by optimum usage of their tools, capabilities, strengths and opportunities. It is important for ports to satisfy economic, social and political objectives in a profitable way.
A wide variety of factors affect optimum container operations in sea ports. The basis of this study was ranking of factors and selection of main factors based on Bernardo's decision making method (group multi-attribute by ranking scale), in Bushehr port. Results of this research showed that factors including machinery, building container terminal in Negin Island, containers area, specialized human resources and law and regulation, have more effect in optimum container operation in Bushehr seaport.
